Target audience

This course is designed for Working Environment Representatives, Occupational Health and Safety (OHS) Specialists, members of Working Environment Councils, middle managers, and employers who are responsible for carrying out the duties of an Occupational Health and Safety Specialist within their organisation or business unit.

Objective

The organisation of occupational health and safety within an organisation is governed by the Occupational Health and Safety Act (latest version in force since 15 May 2024).

This refresher training has been developed in accordance with the requirements for occupational health and safety training and continuing education established by Regulation No. 50 of the Estonian Ministry of Social Affairs, issued on 22 November 2018, “Procedure for the Training and Refresher Training of Working Environment Representatives, Members of Working Environment Councils, and First Aiders in Continuing Education Institutions.”

The course is designed to update participants’ knowledge of current occupational health and safety legislation, reinforce their understanding of key responsibilities, and support the effective management of workplace health and safety within their organisation.

Course topics

• Occupational Health and Safety Act – legal framework, including EU directives, the Occupational Health and Safety Act, and its relationship with the Employment Contracts Act, the Public Service Act, and the Law of Obligations Act; scope of application.
• The role of the state in occupational health and safety.
• State supervision and enforcement – administrative proceedings and the application of liability for occupational health and safety violations.
• Organisation of occupational health and safety within an organisation – employer’s preventive measures, workplace risk prevention, employee information, consultation, and participation.
• Roles and responsibilities of the Working Environment Specialist, Working Environment Representative, and Working Environment Council – appointment/election procedures and key duties.
• Organisation of first aid in the workplace.
• Rights, duties, and responsibilities of employers and employees.
• Planning, delivering, and documenting employee instruction and occupational health and safety training.
• Procedures in the event of an imminent danger or workplace accident – occupational accidents, investigation procedures, reporting, and record-keeping.
