Target Audience

This training is intended for Occupational Safety and Health (OSH) Specialists, OSH Representatives, and members of Occupational Safety and Health Committees. It is also suitable for middle managers and employers who perform the duties of an OSH Specialist within their organisation, as well as anyone interested in occupational safety and health and creating a safe and healthy working environment.

Training Objective

The organisation of occupational safety and health (OSH) in Estonia is governed by the Occupational Health and Safety Act (revised version effective from 15 May 2024). The Act requires employers to ensure that elected Occupational Safety and Health Representatives and appointed members of the Occupational Safety and Health Committee complete the required OSH training within two months of their appointment.

Our training programme has been developed in accordance with the requirements for initial and continuing OSH training established by Regulation No. 50 of the Estonian Ministry of Social Affairs, issued on 22 November 2018, “Procedure for the Training and Refresher Training of Occupational Safety and Health Representatives, Occupational Safety and Health Committee Members, and First Aid Providers in Continuing Education Institutions.”

The course also provides an excellent foundation for newly appointed Occupational Safety and Health Specialists who require initial training to perform their role effectively.

Course Topics

  • Employer’s preventive measures in the workplace, including employee induction, instruction and training, ergonomics, and workplace adaptation.
  • Organisation of occupational health services, including health surveillance and other occupational health services.
  • Workplace hazards and risk assessment, including hazard identification, measurement of hazard parameters, assessment of health risks arising from workplace hazards, and planning measures to eliminate or reduce risks.
  • Addressing the needs of vulnerable employee groups, including young workers, pregnant employees, and employees with disabilities.
  • Employee information, consultation, and participation, as well as the roles and responsibilities of the Occupational Safety and Health Specialist, Occupational Safety and Health Representative, and Occupational Safety and Health Committee.
  • Organisation of first aid in the workplace.
  • Procedures for responding to dangerous situations and workplace accidents.
  • Reporting and investigation of occupational accidents and work-related illnesses.
  • Government supervision and enforcement of occupational safety and health legislation.

Learning outcomes

Understand the rights, responsibilities, and obligations of employers and employees in occupational safety and health.

Identify workplace hazards and determine which hazards are present within their organisation.

Conduct and interpret workplace risk assessments and make practical recommendations for improving the working environment.

Develop an Occupational Safety and Health action plan for their organisation.

Understand the safety requirements for work equipment and promote its safe use.

Recognise workplace hazards and implement appropriate preventive measures.

Respond appropriately in the event of a workplace accident.

Certificate
The training concludes with a final assessment. Participants who successfully complete the course will receive a certificate of completion.
